Publication Assistance Program (PAP) - transfer of rights

Focused on the transfer of rights, the Publication Assistance Program (PAP) supports the work and involvement of foreign publishing houses that pursue a policy of publishing titles translated from French, thus making it possible for a non-French-speaking public to access contemporary French creation and thought.

It provides support for the programming of French Institutes around the world and their local partners, complementing local Publication Assistance Programs managed by Book Offices.

Since 1990, all these programs have contributed to the publication of nearly 26,000 titles by French authors in 80 countries.

This program is aimed at foreign publishing houses wishing to include in their catalogs, either in translated or original versions, texts by French-language authors, originally published in France on a publisher's or editor's account.

Publishing houses wishing to benefit from this aid scheme should contact the establishments of the French cultural network in their country to submit their application.

The selection committee is made up of experts from the French publishing sector, representatives of the Ministry of Europe and Foreign Affairs, the Ministry of Culture and the Centre national du livre.

This program covers all areas of publication, with the exception of textbooks, technical works and practical books.

For each application, the commission relies on the detailed opinion formulated by the cultural network, as well as on the following criteria:

  • Risk-taking by foreign publishing houses (first translation, reputation of the writer, little-introduced genre). The commission favors contemporary authors;
  • Quality of the work and its importance within French thought and creation;
  • Relevance of its translation within local publishing landscapes and markets, and within the framework of a structuring action of the position ;
  • Quality of the translation and references of the translator;
  • Amount of financial support requested (in correlation with rates usually charged in the market concerned);
  • Profile of publishing houses (quality of their work, recurrence of their request for support, number of titles proposed).
